Official Plan Review

The Municipality of Strathroy-Caradoc is reviewing and updating its Official Plan. The Official Plan sets out policies and objectives to guide land use, development, and growth across the Municipality. These policies are necessary to support orderly growth and compatibility between different land uses and the environment. The Municipality is required to review its Official Plan to ensure that it conforms with the latest policies set out by the Province of Ontario and the County of Middlesex.

The Official Plan consists of policies that guide things like:

  • Where housing, businesses, shops, and roads should go;
  • What parts of the Municipality will be the focus for growth and what that growth will look like;
  • How to promote, enhance, and protect neighbourhoods and heritage assets;
  • Which services and amenities, such as parks, trails, community centres, are needed and where they should be located; and
  • How to plan for the impacts of climate change and meet environmental targets

  • Final Redline Official Plan now available

    The Final Redline Official Plan, schedules, and Official Plan Amendment No. 14 are now available. Based on comments and input received since the release of draft materials in May 2022, the Project Team has made revisions to the Redline Official Plan and schedules.

    On July 18, 2022, Official Plan Amendment No. 14 (OPA 14) will be presented to Council for adoption. The staff report, which will be made available on the Municipality's website in the days before the meeting, will include a record of all comments and feedback received prior to the June 13, 2022 comment deadline.

    • Final Redline Official Plan (Clean Version) | Incorporates recommendations from the Growing Together Strathroy-Caradoc project.

    • Final Official Plan Schedules (see Documents Tab on right hand side of page) | Contains a series of maps that show where different policies and land use designations are applied.
    • Final Official Plan Amendment | Will implement the changes introduced in the Redline Official Plan.


    Municipal staff will be providing a recommendation to Council on OPA 14. Should Council adopt OPA 14, it will be forwarded to the County of Middlesex for approval.

    How to Get Involved

    The public is invited to watch the virtual Council meeting. You may also participate by submitting written comments on the Official Plan Amendment. The meeting will be broadcast live at 6:00 p.m. the day of the meeting at www.strathroy-caradoc.ca/meetings

    If you wish to be notified of the Municipal Council decision on the adoption of the Official Plan Amendment, you must make a written request to the Municipality by way of email, or regular mail/courier as listed below.

    To submit written comments, please submit to the Municipality no later than 10:00 a.m. on Monday, July 18, 2022, by any of the following ways:

    • By email to officialplan@strathroy-caradoc.ca

    Over the past 15 months, the Municipality has been undertaking a review of its Official Plan and you have told us what is important to you as the community continues to grow. You now have the opportunity to provide feedback on the proposed Redline Official Plan which shows specific changes to Official Plan. The Redline Official Plan will be brought forward for Council consideration in June 2022 to implement the first stage of changes to the Official Plan. A second Official Plan Amendment will be brought forward in early 2023 following completion of the Comprehensive Review.

    An open house and a statutory public meeting will held to provide opportunities to share your views and comments on what the future of Strathroy-Caradoc looks like. Comments are to be provided in writing (e-mail or mail) no later than June 13, 2022 to officialplan@strathroy-caradoc.ca

    Thank you to everyone who has participated in our Official Plan Review process so far by sharing feedback here online, as well as through attending meetings and open houses.

    Based on all of the input received, as well as inputs from Provincial and County policies, the Draft Policy Directions & Conformity Report is now available for public review and comment. Join us on November 16, 2021 for a Virtual Community Conversation where we will present this Report, and seek your input.

    What is this report about?

    The Policy Directions & Conformity Report contains detailed policy ideas for the updated Official Plan. The key directions include:

    • Updating the Residential land use designation in Mount Brydges and Strathroy to permit a broad range of housing options, as well as other uses such as schools, small-scale retail, and parks to build vibrant neighbourhoods
    • Planning for climate change and sustainability
    • Supporting the agricultural community through expanded permissions for on-farm diversified uses and agriculture-related uses
    • Promoting mixed-use development in specific locations in Mount Brydges and Strathroy
    • Protecting the natural heritage system

    The first phase of the Municipality of Strathroy-Caradoc's Official Plan Review is to evaluate and designate three (3) areas within Strathroy’s Settlement boundary that are currently un-designated.

    The location of the three (3) areas are shown on the Location Map attached below, and are described as follows:

    1. Area 1 – Bounded by Carroll Street East to the north, Saxton Road to the west and the South Grove Meadows subdivision to the south.
    2. Area 2 – Bounded by Darcy Drive to the east, and across from Middlesex Drive.
    3. Area 3 – Bounded by Albert Street to the South and bordered to the north, and west by the Township of Adelaide Metcalfe.

    The intent of the proposed scoped Official Plan Amendment is to address three areas in the current Strathroy Settlement boundary that are undesignated in the Strathroy-Caradoc Official Plan and to reduce the shortage of lands appropriate for residential development within Strathroy by designating these three areas for residential uses under the Strathroy-Caradoc Official Plan.

    For this application, there will be both a Virtual Open House on April 28th, 2021 and a Virtual Statutory Public Meeting on May 17, 2021. Both meetings will start at 6:00 p.m. If you would like to participate in either the Open House or Statutory Public Meeting, please email planning@strathroy-caradoc.ca or call 519-245-1070 ext. 210 not later than one week before the meeting date.
