Comprehensive Review

On Wednesday, May 22, 2024, a Special Meeting of Council will be held starting at 6:00 p.m. to present the Draft Approach to Accommodate Growth (Stage 2 Evaluation Matrix). At this meeting, delegations will be able to provide comments and feedback to Council. If you would like to present or delegate at this Special Meeting of Council, please email planning@strathroy-caradoc.ca not later than 12:00 p.m. on May 20, 2024. Attendance can be in-person or virtual – please specify as part of the delegation request.

This meeting is in place of a cancelled Special Meeting of Council that was originally scheduled for March 21, 2024.

The Staff Report will be made available on the Municipality’s website and as part of the Council agenda. No changes will have been made to the Stage 2 Evaluation Matrix or comment-response matrix as originally released in January 2024.

The Special Meeting of Council to present the Draft Approach to Accommodate Growth and Stage 2 Evaluation Matrix has been postponed from Thursday, March 21, 2024 due to a scheduling conflict. More information will be posted once available.

Attend an In-Person Public Information Session

In-person public information sessions will be hosted to provide further opportunities for the community to learn about the Draft Approach to Accommodating Growth and provide comments and input. The same information will be presented at each session.

Attend and Delegate at a Special Meeting of Council

On January 29, 2024, a Special Meeting of Council will be held starting at 6:00 p.m. to present the Draft Approach to Accommodating Growth (Stage 2 Evaluation Matrix). At this meeting, delegations will be able to provide comments and feedback to Council. If you would like to present or delegate at this Special Meeting of Council, please email planning@strathroy-caradoc.ca not later than 12:00 p.m. on January 29, 2024. Following the presentation of the Draft Approach to Accommodating Growth, the Project Team will prepare a draft Official Plan Amendment and Planning Justification Report for further consultation with the community and stakeholders.

Based on a study of the Municipality’s job, population, and housing growth trends, there is a need to identify additional lands to accommodate future growth. This will be achieved through an expansion of the Municipality’s settlement area boundaries and through new infill opportunities in Strathroy and Mount Brydges, informed by a comprehensive technical review process and community input on where and how to grow.

The Municipality is seeking your input at a virtual Public Information Session where the draft approach to accommodating this growth, including the preliminary proposed settlement area boundary expansion will be presented. No decisions will be made at this meeting and all feedback received will inform potential revisions.

Written comments on the Stage 2 Evaluation Matrix Report and draft approach to accommodating growth will be accepted by the Project Team until January 19, 2024 to officialplan@strathroy-caradoc.ca.

On April 3, 2023, the Municipality will be hosting a Council Meeting to:

• Seek endorsement of the Final Residential Land Needs Assessment (prepared by Watson and Associates); and
• Seek endorsement of the Final Stage 1 Evaluation Matrix and Study Area that will be used to determine recommended settlement area boundary expansion lands.

The Final 2022 Residential Land Needs Assessment and Final Stage 1 Evaluation Matrix (including the evaluation criteria and Study Area) are now available in the 'Documents' tab on this page.

On January 23, 2023, the Municipality will be hosting a Special Council Meeting to:

• Present the Draft Residential Land Needs Assessment (prepared by Watson and Associates);
• Present the Draft Stage 1 Evaluation Matrix that will be used to determine recommended settlement area boundary expansion lands; and
• Seek input and comments on the Draft Land Needs Assessment, Evaluation Criteria, and Study Area.

The Draft Residential Land Needs Assessment and Draft Stage 1 Evaluation Matrix (including the evaluation criteria and Study Area) are now available in the 'Documents' tab on this page. Please note that Appendix 1 to the Draft Stage 1 Evaluation Matrix will be available by Friday, January 13. The staff report will be available on the Municipality's website no later than Friday, January 20, 2023.

Following this meeting, further written comments will be accepted until February 6, 2023.

No decision will be made at this Special Council Meeting. Following a review of comments and input, and revisions, a subsequent staff report will be brought forward to a Regular Council Meeting to seek Council's formal endorsement.

Due to significant interest in the Municipality's Comprehensive Review project, the Project Team has extended the deadline for landowner and developer submissions to June 28, 2022 at 11:59 p.m. After this date, no further requests will be considered by the Project Team.

What does this mean? If you have not already made a submission to the Municipality to consider lands through the Comprehensive Review, you now have a further opportunity to do so. Please submit your property address and/or map to officialplan@strathroy-caradoc.ca.

Please note that submitting an expression of interest to consider lands in the Comprehensive Review process is not a planning application. By making a submission, the Municipality will consider lands as part of the Comprehensive Review and will make a recommendation later in 2022 to Council for consideration.

Those developers and landowners wishing to submit requests to the Municipality for consideration of their lands as part of the Comprehensive Review can submit their requests through one of two channels by March 31st, 2022.
