The Municipality of Strathroy-Caradoc is reviewing and updating its Official Plan. The Official Plan sets out policies and objectives to guide land use, development, and growth across the community. The Municipality has been completing the review of its Official Plan across multiple phases:
Phase 2 (February 2022 to Present) – Settlement Area Boundary Expansion (formerly named the Comprehensive Review)

The Settlement Area Boundary Expansion (SABE) process builds on the previously completed Residential Land Needs Assessment and Employment Lands Study, which determined the need for additional lands for urban development in Strathroy-Caradoc over the next 30 years. The Provincial Planning Statement, 2024 requires the Municipality to plan for this growth. The County of Middlesex Official Plan, through their Official Plan, also allocates growth to Strathroy-Caradoc and sets out requirements for the Municipality’s Official Plan to meet. On January 13, 2026 County Council approved an updated population projection that is currently with the Province for approval. This will inform the scale of settlement expansion.
So far, the SABE process has determined that an expansion or adjustment of the Municipality’s settlement area boundary is warranted to accommodate future growth alongside allowing for more growth to take place in existing built up areas in Strathroy and Mount Brydges.

Based on the recommendations of the Council-endorsed Stage 2 Evaluation Matrix and settlement area boundary expansion scenario, a Planning Justification Report will be prepared. A Draft Official Plan Amendment will then be prepared for public and stakeholder consultation prior to Council adoption.
